I highly doubt it's a screen recording. And what exactly is the problem? Photoshop supports frame-by-frame animation.
For such animation, Afrer Effects is not needed either. Standard Photoshop tools will suffice. The required number of layers is made (about 10 is enough here), they are placed in the initial position, this frame is fixed on the animation panel, then the final position is fixed, and then the magic button is pressed, creating a set of intermediate frames, which as a result is a smooth animation.
I do everything in blender, layout UI in inkscape.
I collect a gif from frames in Photoshop. At first they tried to record from the screen, but for serious publications, gifs have to be sculpted manually. Long and tedious :\
