How and where to complain about mail.ru?

The matter is that mail.ru blocked my domain and do not accept letters from my server. Letters are plain text with a link to confirm the email address, sent upon user registration. No other mail service blocked me, only mail.ru. So, I wrote in their tech. support for about 10 times. They stubbornly claim that I allegedly sent spam, while not wanting to show an example of a letter that they considered spam. And they don’t give any data at all, they just say: “you sent spam and we blocked you.” And at the same time they mockingly write: "You are not taking any measures." What the hell am I supposed to do if I don't even know what emails users are complaining about? This is the first time I've met such nonsense, I'm just in shock! Where can you complain about them? so that the message reaches some manager higher than those. support? My project is in no way associated with spam, does not send out any promotional offers at all, does not even send out its own news, only technical messages (email confirmation). Probably they are hammering LSD there and all the letters seem to them to be spam? How to be?

Monitor the logs for sending spam, if there really is nothing - write to them "The site was hacked and a spamming script was introduced, the script was deleted, the vulnerability was closed. Please unblock my IP"

I have outlook (live) banned a bunch of servers by IP and nothing helps, DO has it all through one IP in their ban. Neither outlook nor DigitalOcean wants to do anything. That's it...

I have another question. I am trying to restore access to the page. I wrote to them in the support service, through support in the Mail, wherever possible, already 14 times!!!! I have already written and sent FOUR TIMES a COMPLETE QUESTIONNAIRE!!! NOT only a "questionnaire" and a questionnaire, supposedly for password recovery, but also answered all questions separately in messages !!! Explain what they have there in the "system" is happening!? ALREADY 18 TIMES I HAVE ANSWERED FOR ALL POSSIBLE - SEPARATE QUESTIONS, AND QUESTIONNAIRES, AND QUESTIONNAIRES, AND SIMPLY, PASSWORD OPTIONS, AND EVERYTHING THAT ASKED - THREE TIMES I SENT EVERYTHING!
Do they bring people on purpose?
And they DO NOTHING!
How can they incomprehensibly why, having come up with a "password recovery" system themselves, not help!? What happened to them there? Failure of this terrible system, or what?!
They just don't have any power!
THREE MONTHS!!!
YOUR WHO THERE INCREDIBLY send again and again and again to fill in this, fill in that, do they even communicate with each other?!!
A constant nightmare. And I won't leave it like that. Fig helpers.
All this is addressed to the mail-ru of those. support and all the "autoresponders" who have never ever helped anyone.
