Cloaking or not?

Hello, I am working on a web interface for various services that allows users of the same site to communicate with each other, solving issues that they encounter when using someone else's services.
In general, if I provide the following design - there is a button placed on the site, when pressed , an interface will appear that occupies the entire space of the site ( having the same button that reverses the consequences - closes ), can this harm site owners, and be regarded by search engines as cloaking or something like that?

this is not cloaking. the window does not automatically open when you enter the site.
according to your description - any modal is suitable.
