Hotkeys Linux vs Intellij Idea. Can the priority be changed?

Available: Linux Mint Mate and Intellij Idea 2016.02.
Some hotkeys overlap. I would not like to change them either there or there.
Maybe this option is possible: if the Idea window is active, then its hotcase has priority over the Linux hotcase?
PS: if this is not possible, then please tell me why the combination with the Win key does not work in my linux. Those. if I set the Win + T combination to open the terminal, then when I press such a combination, the main menu will simply open (as if I just pressed Win).
UPD: I figured out the question from PS: Options -> Keyboard -> Layouts -> Options -> Alt/Win key behavior.

IMHO, you have to sacrifice something.
Linux hotkeys are global and take precedence over application-level hotkeys.
For myself, I decided to sacrifice the keys in Linux by changing them to others.
PS: instead of Win + T with a terminal call, I put yakuake (under Mate, this is most likely guake), which drops out on Win + F12
