Call management in Asterisk. Call forwarding (return back if the subscriber is busy)?

There was, in my opinion, an interesting task on telephony, connected with the redirection of calls and their control.
For example, a call was received to the sales manager, his internal number is 21. The subscriber's call was qualified as a call to technical support, and the sales manager transferred the call to ext. 31 - technical support number.
However, if ext. 31 is busy, you need the call to go back to ext. 21.
If during this time on ext. 21 became busy, then forward the call to any free from ext. 11, 12, 13.
Suggest how to do it correctly using asterisk.

Shouldn't the sales manager first put the subscriber on hold, call technical support, make sure that it is free , along the way explaining to technical support what the essence of the call is, and only after that transfer the subscriber to technical support?
It’s just that from the subscriber’s point of view, it doesn’t turn out very well: he called the sales manager, he sent him to technical support, and as a result, the subscriber ends up in, for example, the accounting department (ext. 11).
