Network infrastructure for a small company. On what OS-and based? How to do it better?

There is a small office. It has 5 computers, 3 of which actively use "1C Enterprise". There is a video surveillance recorder that needs disk space to store recordings. Actually, that's all. After considering all possible options and after discussing the budget framework with the director of the office. made the following sketch of the infrastructure:
1. Build a mid tower with the following hardware layout:

If you want to learn Linux, then this is the best solution. There is a real chance of losing your job.
If you really want virtualization, then you need to install Hyper-V - it's free. And under it at least Windows, at least FreeBSD deploy.
For 1C it is best to install Windows. For this crooked product works even crookedly under Linux. For video surveillance, take the axis for which the manufacturer's software is designed. Windows is also better for file cleaning, if there are no very specific tasks, such as daily backup with snapshots.
And in fact, neither Linux nor virtualization is needed here. Everything is done on one seven. Does the leadership have money for one license of the seven? But this, however, is not so interesting for the system administrator.

Hello.
All the difficulties are in setting up the OS and not in choosing hardware :)
I think it will be problematic to install a 1C server on Linux.
As for using Linux, this is the best option for the server in my opinion, but it all depends on the goals.

What exactly is meant by "video surveillance"? I have cameras themselves writing to the smb ball ...
I see the following options:
1. linux host on which to raise samba + 1/2 virtual machines under 1C / Video surveillance
2. take proxmox / vmware and raise 3 virtual machines
on it for hardware - I would I took at least 2 hard drives, and ideally a couple of hard drives and a couple of SSDs: RAID 0 from SSD for virtual machines, hard for file storage, hard for backups
