HOSTS file not editable in Windows 10?

Removed UAC to zero.
Options that I tried:
1. Open notepad as administrator -> open HOSTS -> edit -> save with replacement and:
There are no permissions to open this file. Contact the file owner or network administrator.
2. I move HOSTS to the desktop, edit it and back to the folder is not copied with a replacement:
it says you need permission to perform this operation
3. Right-click on HOSTS files -> properties -> security -> change
Also does not work, because there is no way to tick boxes.
What to do?

without any problems at all - any text editor with admin rights (just double-checked - launched Far with admin level - no problem)
another question - if you have a hard lock on the hosts file - look for viruses;))
ps for example, if you have a "game /pirated assembly" - that's it. nothing to talk about. you have viruses

Turn UAC back on and don't turn it off - it's safer that way.
Copy hosts somewhere to your desktop, edit, save and save the saved one back to its folder.
It will ask for confirmation of overwriting and confirmation of administrator rights.
