Home Media Server?

Good afternoon, Khabrovites!
And how is it customary to get out of a situation when a dedicated media (file, or whatever you want to call it) server is used in the house, turned on 24/7, constantly downloading, distributing, showing movies on the TV, and you need to add to it on downloading torrents (in the case of Windows), keeping track of priorities, etc.
Use uTorrent's web interface?
Use RDP connection?
Or somehow else?

There are essentially three options for adding torrents to uT:
1. RSS-downloader, which will download everything that matches the given criteria. The solution is completely autonomous, but a lot of superfluous things can also be pumped up.
2. The folder from which uT automatically picks up torrents, and yes, you can use it in conjunction with Dropbox
3. WebUI itself Naturally
, priorities and many other things can also be controlled through WebUI.

Most torrent clients can be configured to watch a folder and automatically fetch .torrent files from it. Then just share this folder through samba and profit

I don't think Windows should be considered a stable enough environment for this kind of application. Most solutions like the one described here take advantage of the various builds of Linux. For Windows, I would use some kind of remote control device in conjunction with the uTorrent web interface. Plus, you can try to build a full-fledged local server using Apache and scripts, but this work is quite complicated.
