The task is simple. There are a hundred or two torrent distributions and a gigabit Internet channel. There are still screws from which everything is distributed, but which I would not like to break ahead of time.
By default in the torrent, the distribution goes in bursts. And the amount of distributed traffic per unit of time is relatively small . If the queue is disabled, then the client distributes many distributions at the same time, but most of them at a low speed. As a result, the channel is already utilized much better, but the maximum loaded screws suffer from this, producing disproportionately little useful work.
If you "adjust" the number of distributions for the loading of screws, then it is not a fact that in the distributed, for example, 5 distributions, there are now active litchi, it turns out they will again be idle.
