The firewall blocks Tor and UTorrent. Why?

Adding programs to firewall exceptions does not help.

UTorrent does not distribute or download
Tor gives an error: "Error connecting to the Tor network. Error Starting (lack of resources)"

Turn off your firewall temporarily to check.
For the built-in command
netsh advfirewall set allprofiles state off
Turn back
netsh advfirewall set allprofiles state on
