High end PC lagging!?

I assembled a new computer:
Mother: Gigabyte X570 Aorus Elite Proc
: AMD Ryzen 7 3700X
Video card: MSI GeForce RTX 2080 gaming X Trio 8GB
Operative: Kingston DDR4 16GB HyperX Fury Black
Power supply: Thermaltake Madrid 850W
Cooler: Noctua nh-d14
SSD: Samsung 970 Evo Plus 1Tb
HDD: Seagate 2tb 7200 rpm
Monitor: MSI optix MAG271CR connected via DP port
Windows: Windows 10 pro
And all this colossus lags with all supplied drivers and Windows updates.
And now to be more specific:
It happens that some applications (Discord) flatten directly (The resolution and image quality decrease). In League of legends, FPS drops to 3 at some points. Metro Exodus (even though it is not the most optimized game) lags even the splash screen, the game goes more normally. Apex Legends also freezes in the menu and on the splash screen. On the character selection window, I load for a long time (after counting the numbers before choosing a character) In the game itself, everything is ok.
Reinstalling Windows does not help - I tried 3 times.
Only one video card is visible in the device manager - RTX 2080.
There used to be a problem with the encryption-decryption driver, but installing a chip set from the site helped fix this jamb.
With the temperature on all fronts, everything seems to be ok (I don’t remember the exact numbers)
Maybe I need to update the BIOS? Worth 3rd
Or in the same bios set the default settings?

Definitely worth a bios update. The 3000 line had a problem with performance, which, as I know, has already been fixed. Install the latest version, but read the instructions carefully. Sometimes, before installing the latest version, you need to install intermediate ones.
As for the RAM, if you have 16 GB with two slats of 8, then this is enough, I successfully passed the ultra Exodus with r5 2600 and rtx 2060, but everything was overclocked, partly from the factory. On one bar of RAM, in fact, it may not be very good. Infinity fabric loves high frequency, low timings and dual-channel memory. This is perhaps the most critical moment in Ryzen configurations.
In general:
1. On the old BIOS, you may not get auto overclocking of the CPU.
2. With memory in a single channel, the data transfer rate suffers greatly, which accompanies friezes, reduced performance.
3. Reasonably overclock without increasing the voltage, you can also achieve a lot, your motherboard should allow you to get more than good performance. +RAM supports XMP
