Help with encoding in Drupal 7?

Good afternoon! There is a site on D7 hosted on Windows Server 2008 R2, IIS7. The site base is in UTF-8, the files are also in UTF-8. Problem with search form and Page not find page.

Apparently, the data from the database is crooked. Those. either they are crookedly stored there, or crookedly climbed. This is if the text is in the database.
The second option is language files. It is solved by changing the encoding of language files, because. not the fact that they are all in the right place.
