is it possible to make/order a site the same as teamsnarch.com with an initial budget of 6k euros?

If you develop on a ready-made platform, which is better to take as a basis - Wordpress, Drupal, another opensource collaboration framework? everything is simple - finances, to-do/task lists, groups, teams, players, schedule. etc. Screw the API. interface design themes.yac.cz/boo/

teamsnap.com - this site does not find me. Please describe the site in more detail.
I chose Drupal because it is a CMS/CMF, that is, it is a framework that already has an advanced database and admin panel. A powerful API allows you to file almost any functionality, at least for several years I have not yet encountered tasks that could not be implemented on this engine, moreover, almost any thing can be done in several ways.

You can't estimate the amount of work in a minute. But on a superficial examination, I dare to assume that the cost of development will be at least an order of magnitude higher (i.e. > 60k).
If you can find ambitious freelancers who will agree to work for food + a share in the project, then you may well fit in.

If we are talking about http://www.teamsnap.com/, then how did you go about developing an application for iPad, iOS & Android on PHP CMS? It's the same as building a house out of caramel and gingerbread.

In the light of the budget, I agree with dkukushkin that it will be an order of magnitude larger.
