A few months ago I read a review of an English-language freelance exchange. They position themselves not as a freelance exchange, but as a service that helps companies find highly qualified remote employees.

In order for a performer to get on this exchange, he must know English well and go through several stages of testing. They include chatting with an exchange employee via Skype, voice chatting, completing test tasks, and, if I remember correctly, working under realtime supervision through a tool like TeamViewer.
