Help finding a custom timer to close the circuit

Hello,
the task is rather strange:

It is necessary to close the external circuit with an interval of 1-3 seconds.
We need, presumably, a simple adjustable battery-powered timer, portable.

Where can I find such a device? So far, I find only industrial programmable timers on the market, with stationary power supply and bells and whistles.
Or, on the other hand, maybe there are companies / craftsmen who are able to create such a device on order?

For your task, you can try some kind of relay that controls the wipers (wipers). For example, relay 54.3777 (150-200 rubles) allows you to adjust the pause. In principle, any other relay for controlling the wipers is also suitable. At worst, you can redo the relay that controls the turn signal lamps: the basic principle of operation is the same there, you just need to replace the RC chain of the delay line.
