Standard HTTP authorization window, nothing to do with WordPress. You have a password-protected wp-admin folder on your server. Hosters do this to protect themselves from an attack on the WordPress login form.

Check your htaccess file to see if there is a corresponding line closing the wp-admin login. Above the level of the public_html folder, there should be an htpasswd file, where the accesses are specified. This is not a question for the VP, but for the hoster.
Or maybe some VP plugin for security (although none of them block in this way)
