We use SMS Server Tools 3 . We use *NIX, but it seems to be going under Windows as well. Scripts-handlers are hung on events like "SMS received". Outgoing SMS are generated as mail-like files in the directory for outgoing messages. When the connection with the modem is broken, it picks up everything automatically. Works reliably.
