Full HD video editing?

It was necessary to mount a small video shot by me in FullHD quality. Iron does not pull video playback in 1080p.
The software that caught my eye during editing renders a preview of the video, with the same size as in the project settings.
Is there a software for editing that can render previews with a lower resolution, and get normal FullHD at the output.
Or, as an option, first prepare a project with a lower resolution, and then replace the files with normal ones.

Adobe Premiere generally has a function that allows you to select the size of the image in the preview, and you do not need to replace anything before rendering: movie-> movie settings-> preview video
