First, learning the basics. Then the application of knowledge in practice + expansion of skills. And so on ad infinitum. At the same time, in parallel with all this - learn English.
Well, in general, a lot of similar questions have already been asked on the Toaster.

ftontend can be taught at the initial stage with almost no knowledge of English - there are enough Russian-language materials.
Professional development, think for yourself, this is when you already have a qualification and you improve it, and if not, then there is nothing to improve.
You can go to freelancing as soon as you see in the task that you have already done this. If you are not sure - write: I will do for the review. 2-4 small orders per review, and if the customers are satisfied with everything, then you can start ordering for money.

It is best to combine practice with learning. The ideal option is to take orders that will allow you to study and improve your skills, i.e. they will also pay for training :)
This is quite realistic, the main thing is not to try to jump over your head: if absolutely everything is not clear in the order, then it makes no sense to take it on and guarantee completion in some short time.
As an option - to work in the wings in a studio or in a team of freelancers. If there is a good mentor, then the training will go much faster.
Well, English should be studied regardless of programming. It will never be redundant.
