Taxes with Upwork and Payoneer, is everything ok?

Quite often I see an allegedly ingenious scheme of working on Upwork: we withdraw to a Payoneer card and do not pay taxes, the main thing is that there is not a lot of income per month (per year). Everything is great, maybe beginners do this until they get on their feet, so to speak. But it happens that some eventually completely forget that you need to start giving a piece of bread to your homeland. And supposedly everything is ok. But I still have a tiny question (as in one song).
Why can't the tax authorities just go to the Upwork website, filter by country and look at the earnings of tax residents (those who were in the Russian Federation at that time) and then ask them a question about this?
Choose a couple of guys who do not pay taxes on their income and punish them in a revealing way, so that the rest would not be in the habit. Or do I not understand something?

Actually, what difference does it make to you if there is a lot of income or not, millions can go there without problems.
Because the hell with your pennies, the tax authorities don’t need it, because the cost of searching and seizing will be more than you can be charged with all the fines, because the big fucking companies evade taxes and easier to bend them.
