The main way to promote yourself is to create a reputation, increase the recognition of your own person in professional circles.
This can be achieved in different ways. The most obvious option is to do your job well, earn ratings and reviews on various freelance exchanges. In addition to being found in the main directory, your former clients will also recommend your services to their friends, this is the so-called word of mouth.
Also, do not forget about the life of the community - participation in general discussions, contests and other events that can potentially draw attention to your person is a good chance to get new customers.
Blogging and writing articles about your area of interest also helps to present yourself as a professional in your field, which, again, increases the credibility of you and your work.
Usually it’s enough just to work well, after a year or two it makes no sense to promote yourself, all good freelancers are up to their ears in orders.
In principle, nothing complicated: do your job efficiently and leave your contact details in the public - they will find you.
Reputation and positive feedback is the main promotion. If you work efficiently and you have regular customers, then there will always be work.
In addition to the tips above, I recommend promoting yourself not only online, but also offline. Thus, you can kill many birds with one stone:

If you work efficiently, quickly, wisely, the reputation and the need for you will grow automatically, you will even refuse some customers for lack of time.

I stopped looking for orders after a year+. Everyone comes by recommendation. There were several loyal customers who actually brought in most of the money, and were well recommended to their friends.
Yes, you don't have to do anything other than work. But you have to do it well, be able to explain what is being done and how, why ... find and offer a solution. Customers themselves will recommend each other and there will be no end!
