Freelancer without a website and employees and Personal data - an operator?

Given:
individual entrepreneur, Russian Federation, six months, no employees and no website. Freelance exchanges, acquaintances, already regular customers - orders for illustrations and design (not web, so yes, no experience with personal data).
Current account, online cash register.
Do I need to register as a personal data operator with these inputs?
and - if you add the Website as a portfolio page with an offer to the formula without feedback forms, checkboxes and generally any information input fields?
In general, it is not clear how to proceed with this issue, or it is already cheaper to pretend that there is no problem. Or more expensive?

Definitely necessary.
I also advise you to get a license to sell alcoholic beverages, register as an exporter of spacecraft and get the rights to a tractor. Just in case.
