What if the payment is delayed for a month?

Worked on a fairly large project for several months. I took 50% down payment. Finished the project about a month ago. Then endless promises of payment began. After about 20 days, they paid about another 20% and promised that they would pay the rest within 10 days. As a result, much more has passed. The main manager stopped communicating, her employees say that she went on vacation and communicates with me through them. Again promises. I found a buyer for this design, there is really a lot of quality work on many pages. Am I allowed to sell the design? Has anyone been in similar situations and how did you get out of them?

There should be a clause in the contract that regulates such situations. If there is no contract, then you can wait or dispose of the design at your discretion.
The manager freezes. Try contacting the customer directly.

According to the Civil Code of the Russian Federation, if there are documents where all the conditions are agreed, then this is considered the conclusion of an agreement. You have a correspondence, so we can consider whether this is recognized by the contract. But you wrote that the customer is in another country, that is, the legislation of another state. From a legal point of view, it is necessary to collect money in court, but there must be decent amounts in order to sue and receive money abroad.
Now you can write a letter where you state the whole situation - what and when you ordered, how much you paid and the debt. When they should have paid. And write that due to non-payment you reserve the right to dispose of the design. See what they say.
