In your opinion, is it possible for a NET platform specialist, in particular a web developer, to feel comfortable in the freelance market?

I think yes.
I often see projects related to .Net on freelance exchanges

A freelance specialist can feel comfortable. .Net or something else - not such a big difference, the main thing is that it be a specialist. Well, the feeling of comfort does not come immediately, first you have to gain experience and preferably several regular customers.
As for the foreign market, I work there, I started at freelancer.com (then still gaf). When there are regular customers, there is no time to enter the exchange.
PS: All IMHO from my own experience.

Yes, as it was rightly noted a little higher, the main thing is to be a specialist, and there will be tasks. Based on my little experience of living on elance, I can say that there are enough tasks for dotNet.
