FPS sags in the game when watching a video, how to solve the problem?

Two monitors are connected to the Radeon HD5770 video card, I play on one monitor, and I have a browser or video player hanging on the other. So, when watching a video, the FPS in the game sags, and this is due to the fact that the GPU frequency decreases, and it doesn’t matter which monitor the video is on.
How to solve the problem? how to make sure that the frequency when watching a video does not drop?
