Folks need a cheap standalone device that connects to a LAN via wifi and gives me access to that LAN via a 3g modem. What is the best way to make it?

Moreover, the 3g modem has a problem in that it is behind nat and it does not have a real SP.

For the price - it's easier to take Orange Pi Plus and a modem into it (in Orange Pi Zero, the wafer is slow, and the ethernet is normal).
P.S. - Googled in advance that the modem can be connected to Linux ...

Yes, no problem. On any piece of iron with Linux is done. Any USB whistle will work as a modem. As a bypass, nat is an openvpn client with reconnect.
There are really problems: unstable work of whistles, they are sometimes hung up and you need to physically remove it or break the power circuit; network coverage is not always good and the uplink speed is significantly lower than the downlink.
We have hundreds of trains monitored with our systems. Yes, when the modem freezes, we tear the circuit with a special piece of iron on usb.

Mikrotik pieces of iron with a 3g modem are relatively cheap and cheerful. Wifi client, wan 3g/lte, can use usb power reset. Nat manages to install a tunnel from the router to the white ip.
