Well, everything is simple: the higher the resolution, the more important the video card. That is, for 1440P and 4K, it makes sense to fork out for a video card, because the processor will change almost nothing. You have FHD, and not the worst graphics card, so I think it makes sense to replace everything else. However, you will not see miracles in games after such an upgrade.
The processor mainly affects 5% low to a greater extent, and avg fps to a lesser extent - that is, with an old processor, your fps will simply be lower than with a new one, especially its lower limit.

GTX970 ~= GTX1060 6Gb. Therefore, I think it is advisable to invest in the rest.
