A few mouse clicks:
Computer -> management -> roles -> add roles -> file services
Then create a folder for file hosting, click its properties and open sharing, set access rights for users (if there is a domain, then access to domain groups; if there is no domain , then for unlimited passwordless access [aka anarchy - the mother of order] add guest rights).
