Organize exclusive access to a pdf file?

There is a terminal server on which PDF files are stored. The responsible employee updates some pdf files once a day. Other employees open these files by share or directly in a remote desktop session. A conflict arises: the responsible employee cannot write a new version of the file if one of the employees forgot to close Acrobat Reader with this document. Only the responsible employee has write permissions, the rest have read permissions.
What can be the solution so that the person in charge can update documents without the involvement of a system administrator who kills other users' Acrobat Reader processes?
