The rdp client does not pass keyboard settings. What to do?

The problems are as follows:
num lock is enabled on the keyboard, I connect rdp to the server - num lock does not work (instead of entering numbers, it moves left / right).
Updated the rdp client to the latest version.
If num lock is turned off, it will start working on the server =)
Windows 7 sp1 and xp sp3 are licenses.
On the server 2008 r2 and 2012 - licenses.

I solved the problem by setting the same default input language on the local and on the server.

I tried it - it works fine. I enter RDP with num lock enabled - it works, I enter with it turned off - similarly, it works correctly.
Problem on different computers of clients and different keyboards?
For some reason, ALL your servers understand NumLock the other way around?
I came across something similar on laptops - instead of some letters, they printed numbers. That is - when loading they were in NumLook mode. Locally it was decided - after loading, press NumLook each time, globally - something was written in the registry - either by hand, or by the prog from here.
