File control from unauthorized access in Windows, is it possible?

I am looking for a way to protect my important files from unauthorized access in windows, maybe there are some utilities, or can such protection be part of some kind of antivirus proactive?
Notification is important if some process\executable file wants to read a file from a protected folder, or even read the contents of this folder. I emphasize that it is the protection from reading that is of interest, and not from writing.
A small sketch of this idea is in the Outpost firewall, but unfortunately it simply closes access to the protected directory for everyone, there is no sense in this, I really want to note, it just notifies if a process is trying to read the protected folder.
In comodo, there is a remotely similar possibility of proactivation, though there is control over recording, reading (which is important for me) a protected directory, any process can freely.
If there are similar tools to control which process is trying to read a protected folder or a file in this folder (with the subsequent ability to allow or deny), please advise if you are aware. Once again, I emphasize that it is important to control the attempt to read.

Built-in wine audit so-called. it if log.
And if it's just for debugging the program, then the utilities are from Sysinternals/Winternals. They are free.
Only this is not protection but monitoring.
But if the means built into Vin prohibit reading the file, and then also monitor through the audit, then this will be both protection and determination of who tried.
