FIAS how to filter out irrelevant records?

I unloaded the database by filtering by actstatus and livesstatus , however, there are a lot of duplicates in the database.
There are many settlements with the same name and which have the same parent.
For example, the city of Sertolovo. FIAS contains two entries. How do you understand that
1) this is one and the same region.
2) one of the records is not relevant?
