Falling fps in all games, the reason?

Fps drops in absolutely all games, literally for 2-3 minutes (up to 5-8 frames / sec), then it stabilizes, and then drops again, and so on throughout the game session.
The problem appeared after installing a new motherboard and power supply.
I tested the video card in the benchmark at the
maximum - there were no friezes there. What could be the problem?
Under load, it shows the following temperatures:
Processor - 52 °
Video card - 44 °
Motherboard - 42 °
HDD - 37 °

You need to look because of what the fps drops. Monitor the loading of all components. Maybe he starts to swap something convulsively or some process wakes up.

The easiest option is to remove all tweaking and monitoring tools from autoload, which were installed along with firewood.
Leave only the drivers themselves for the operation of the hardware.
