Extraordinary problem in CMS Bitrix with encoding!?

When you visit the site for the first time, all the text is hieroglyphs.
If you refresh the page, and on subsequent visits - everything is fine.
What could be the problem?

Maybe the encoding gets lost due to the fact that on the first run some kind of error occurs, and is displayed at the very beginning? On subsequent visits, a session may be created or some data may be determined that prevents this error from popping up again.

Please check if you have tried other browsers? Same result? Is it worth it in the current auto-select encoding?
