What cms to choose for a closed online store?

Need a simple cms for an online store.
Access to the site is only for registered users, registration is available to everyone, but users must be approved, respectively, custom registration fields should also be.
Billings are not needed, just a catalog of goods + and orders.

The simplest CMS is the one you know.
If you need a complete ready-made constructor out of the box, then look towards CMS originally designed for online stores, from free simple ones and with OpenCart templates, paid in bulk in Google in the first positions.
If it is possible to order development, then as a free version of ModX Revo (I advise through the prism of my skills).

well, you can set up access to any cms, this is not the main criterion, look at other parameters, what functionality you need, what has already been implemented, what you will need to finish, what cms is written on, whether you can finish it. here for each his own, I personally have been working with DotPlant2 lately , it is non-commercial, purely for online stores and seo-promotion. At least I'm happy with the engine.

Access to the site only registered do in one of two ways:
1) When you open the site - a form with authorization. Access to the site only after authorization. Clients are registered by managers
2) Clients see the catalog, but cannot order and see prices. Authorized customers see prices and can place an order. The client can gain access after confirming his registration.
Both options are available in the Electronic Order . I set one client, did the first option. Try it, it might work for you too.
