"The time service has stopped declaring itself as a source of accurate time."
I read the article, Configuring ntp . I checked all the settings and I did not find anything criminal, in addition, synchronization occurs with the default server time.windows.com, 0x9
It seems to me that it is worth specifying the ntp server, the one that is a little closer than the default server.

Put a time server on the gateway, set the gateway as the time server on the domain controller (you can specify an IP address).
