Error 403 and ban country IP?

Hello, I ran into a 403 Forbidden problem when opening the site. I analyzed the situation and noticed that with the help of VPN (America and Asia), the site can be visited, all other IPs of Europe, or rather Italy, are blocked. The rights to access the site were checked, and could not find anything, the settings are the same as they have been for 5 years. I tried to write CLOUDFLARE where the server is, now I'm waiting for an answer. Maybe some of you are facing the same problem?
