Elance requires TIN and VO Code for transfers. What is VO Code?

In the morning, Elance was pleased that now he needs “INN Code as well as a VO Code” for transfers to Russia. Well, “INN” is understandable, but what is “VO Code” and where can I get it?

VO Code or currency transaction code.
Look at these documents, there are VO codes:

Colleagues, do you have any idea what currency transaction code is better to choose for withdrawing funds from Elance? As I understand it, this code essentially determines the “purpose of the transfer” and if you need to choose such that the currency control and the tax RF do not find fault with the transfer.

elance has always been a stupid place, they even issue their own payoneer card and can't (don't want to) bind someone else's.
So the best way out IMHO is odesk :)

And what if there is no TIN? It is not mandatory for individuals to receive it. And I'm abroad for a long time.
