Dynamic IP, is it safe?

Recently I wrote a question on the topic of IP security, now another one has arisen. How safe is it to use a dynamic IP address. As an example, I use the service and someone else from my range, if this someone starts doing bad things (brute force, etc.), and then his IP falls out to me, can any sanctions be applied to me?

You should not be afraid, the provider will provide the authorities with all the information - they will go out to the bastard, the provider knows when and whom he connects to the Internet.
