DVI Power saving mode, how to disable?

When I connect the Dvi connector to a video card, no matter built-in or discrete, a window appears on the monitor that says:
DVI
Energy-saving mode
The question is, is this the way it should be or is there such a mode somewhere? The monitor is working, everything is ok. I did not find such an item in the monitor settings

This monitor shows you that it is working, but now it is sleeping because the computer is turned off.
Power saving mode will turn off when the computer is turned on.
Apparently, you did not find system units with a 220V outlet for the monitor and a natural switch that turned on both the system unit and the monitor. Since then, monitors have become smarter, and they began to use an interface cable for power management and got a picture on their faces:
