Dropsy for the CPU?

I want to take dropsy for the CPU. The question became an edge, I don’t know what to take. These 2 devices fell under my eye
1) Thermaltake Water 3.0 Riing RGB 240
2) Deepcool Captain 240 EX
3) NZXT x62 Kraken
What can you advise? The main thing for me is that it was in itself reliable and quiet (preferably as quiet as possible). I read reviews, tests about quiet. Everyone says they are quiet.

NZXT will definitely be better than Deepcool, since the latter's model is quite budgetary. I don’t know about Thermaltake, but as the owner of Kraken X61 and as far as I saw the tests, I would definitely take X62.
PS Be prepared for the fact that the fans may need to be replaced with better ones. I installed a Fractal Design Venturi HP-14.
