Doesn't let you into the Linux system?

And so the essence of the problem: By chance, in the home directory, I changed the access rights to root.
I wanted to change the access rights from under my user, but it did not work out. Decided to reboot. After logging in, I enter the password, but the system does not let me in and remains in the same place. I have one user and I cannot call the terminal to create at least 1 more user.
Long story short, I can't log in.
I tried to change the permissions to the folder through LiveCD - but for some reason it does not allow me to change it ?!
Please help.
PS: This was written through 2 system - Windows.

if not ubuntu:
using a combination of alt + ctrl + 2, switch to the console
under root, change the rights to what you need
