Question marks instead of Cyrillic on a flash drive in Linux Mint, how to fix the encoding?

I insert the USB flash drive, it automounts. Files and directories with a Russian name are not displayed, nothing can be created on a flash drive, apparently problems with rights.
How to fix the situation?

@nimway

you need to unmount the flash drive and mount it manually with the mount command, passing the correct FS encoding as an option, most likely it is CP1251.
-o iocharset=cp1251,codepage=1251
