Secondly , in the current version of our laws, there is already responsibility for illegal business activities, however, you'd better be soldered into extremism (282 of the Criminal Code of the Russian Federation) or insulting the feelings of believers (148 of the Criminal Code of the Russian Federation). For the guardians of law and order, this is easier and simpler than collecting an evidence base on you for illegal business activities (171 of the Criminal Code of the Russian Federation)
Thirdly , the severity of Russian laws is compensated by the optionality of their implementation

However, when registering your freelance business as an individual entrepreneur / LLC, everyone decides for himself. Personally, my opinion is when you can at least pay contributions to the Pension Fund in a timely manner from this income.

If this fact is so scary, register the IP and be done with it. If the business is not running, then you can notify your tax inspector about this and everything will be in order + hand over zeros.

If you receive payment to a bank account, then sooner or later the tax office will calculate it anyway, or the bank will hand it over. In this case, it is better to register an IP and live in peace. If in cash from hand to hand, then you can score on all this.
