Certainly. Elementary at the front, the central process is responsible for the execution of the js code, and the graphical process is responsible for the execution of the css. RAM affects download speed. To understand these things more deeply, you need to work with web applications / sites for mobile devices.

Yes, strong enough.
Take Atom of the first generations, and try loading any site with complex javascript on it - you will see the difference (I got 3 times (compared to athlon XP 3400+) on a simple site with jquery).
CSS can also be expensive to apply these days.
