Does the Android browser work differently with different types of files?

Uploading the same file. In the first case, it is 1.jpg, and in the second it is the same, only renamed to 1.apk
It seems that Android loads files with different extensions differently ...

Why is this done? And there is a browser-server exchange protocol?
