Does Rostelecom sell white IPs?

Good afternoon. Recently there was a need for a white ip. RTC provider. I called their TP, asking if it is possible, and how much it will cost. The robot girl at the other end of the wire said you can, for 180r / m I will get a static ip. I asked again if it would be white, or if they would just allocate an address from dhcp to me, and I would still be following nat. I realized that she did not understand, and that was the end of the conversation. Question. Do they have such a service? If there is someone I can call to find out what I will receive?

There is a service, it is paid.
Before the provider did not appear in the house, I connected it to the LC, everything worked.

I somehow (however, it was a long time ago) took a static IP, kept a game server at home. And, as you understand, the IP itself is important here - for promotion and so that people do not run away and already know the server address. But about six months passed - and suddenly the Internet stopped working. I call and find out that I need to set up a different (!) address. Like, mine was given to me by mistake, and it allegedly belonged to some organization. What kind of organization that has never used IP for six months (the server was up 24x7 without shutdowns), I could not find out.

Rostelecom does not sell white IP as such.
The service is called Fixed IP. And of course he is white.
