The robot girl at the other end of the wire said you can, for 180r / m I will get a static ip. I asked again if it would be white, or if they would just allocate an address from dhcp to me, and I would still be following nat. I realized that she did not understand, and that was the end of the conversation. Question. Do they have such a service? If there is someone I can call to find out what I will receive?

Rostelecom does not sell white IP as such.
The service is called Fixed IP. And of course he is white.
