Why doesn't the browser replace cookies?

When updating a page in Chrome in the debugger on the Web, on the requested page in the Response header section, it writes Set-Cookie:change_user=1457534551.2785
but when I try to get this cookie, it gives the old value.

(headbang) cookie was set for path="/account/", and after that there was a redirect to the root.
