In general, it looks like the bus was damaged when installing the video card, the problem was solved by buying a network card.
The universal answer to all cases is the LiveCD Linux distribution. Download to a USB flash drive -\u003e boot. In this way, hardware failure can be ruled out or confirmed. Most likely, when replacing the video card, components of the motherboard were damaged. Or they touched the pins of the microcircuit with their hands and burned it with static. Yes, this is unlikely, but very likely (some kind of tautology turned out).
If you have a router, see if the Lan indicator lights up when connected. Also theoretically, there should be LEDs near the Lan socket on the motherboard. See if they glow on reboot.
