Does not allow updating, deleting plugins and wordpress themes?

Who faced? Elementor stopped working, it loads constantly and does not let you use it in any way. It's useful to reinstall, but it does not allow to remove the plugin

When I try to remove any plugin, I write the following


When I try to install a new one, it sets the rules, and after activating the white screen. Then you go to the new plugins, the plugin hangs activated.

Also, when deleting, if you refresh the page, then the plugin seems to be deleted.

Also, the search for plugins in the repository does not work, what the hell.
